Salaam, are shias supposed to fast on 9th and 10th muharam or not eat anything for these two days as in starve oneself for the duration of these 2 days. Thank you

Fasting on the tenth day of Muharram is Makrouh. It is good on tenth of
Muharram to refrain from eating and drinking from morning till afternoon.

You can give Sahm e Sadat to needy Sayyed but you will be responsible if he
was not Sayyed or not poor. You will then need to pay again.
