Yes it is allowed to put fresh soil on the Qabr few days after burial, but
it is not necessary nor recommended because it is just putting soil on the
grave. It does change anything in the grave nor helps the deceased in any
way. Sadaqa and Charity on behalf of the deceased help him a lot.
